May Day : Selamat Hari Buruh

Tanggal 1 Mei dirayakan di seluruh dunia sebagai Hari Buruh. Ide hari Buruh ini diawali dari Australia, pada tahun 1856 – setelah para buruh berhasil memenangkan perjuangan 8 jam kerja. Dimana sebelumnya mereka bisa bekerja antara 10 – 16 jam per hari, dan selama 6 hari dalam seminggu.

Dalam perayaan Hari Buruh ini tentu lazim disuarakan berbagai kepentingan buruh, seperti :

  • Kondisi Kerja : masih ada buruh yang bekerja dalam situasi yang berbahaya (rawan kecelakaan, berkaitan dengan zat-zat kimia berbahaya, dll) tanpa perlindungan yang mencukupi. Dikenal juga dengan istilah “Occupational Hazard”.
  • Hak Asasi Manusia : di berbagai tempat, hak buruh sebagai manusia masih sering tidak dihormati. Contoh: larangan ke kamar kecil pada jam kerja, dll.
  • Hak Buruh : setelah mengerjakan tugasnya, para buruh memiliki hak-hak tertentu – seperti: digaji sesuai upah minimum atau lebih, digaji tepat waktu, cuti, jam kerja yang manusiawi, dst.

Dari semua ini, sepertinya yang paling populer adalah yang terkait dengan gaji. Tentu saja wajar jika semua orang menginginkan gaji setinggi-tingginya, untuk kesejahteraan hidupnya dan keluarganya. Tapi, apakah gaji adalah satu-satunya cara ?

Di banyak negara, ternyata ada dikenal istilah “social security“. Dikutip dari Wikipedia :

Social security is primarily a social insurance program providing social protection, or protection against socially recognized conditions, including poverty, old age, disability, unemployment and others

Secara ringkas – skema Social Security menjamin bahwa kebutuhan hidup kita & keluarga bisa tetap ada pada kondisi apapun.
Sedangkan gaji bisa hilang secara mendadak sewaktu-waktu karena berbagai sebab — dipecat, perusahaan bangkrut, dll.

Ada sangat banyak contoh sukses dari program Social Security di berbagai negara. Salah satu yang paling terkenal mungkin adalah penulis kisah Harry Potter – JK Rowling.
Rowling hidup sebagai single parent dengan 1 putri sendirian, sambil membuat novel Harry Potter di cafe untuk menghemat biaya perapian – udara Inggris pada musim dingin cukup menusuk tulang, sedangkan menghidupkan perapian untuk menghangatkan badan di rumah bisa menyebabkan tagihan gas / listrik menjadi bengkak. Semua biaya hidup Rowling selama itu ditanggung oleh program Social Security di Inggris – National Insurance.

Akhirnya JK Rowling berhasil mendapatkan penerbit untuk novelnya – dan selanjutnya adalah sejarah. Harry Potter menjadi salah satu seri novel paling populer di dunia. Dan JK Rowling tidak pernah melupakan asal usulnya – dia selalu berusaha membantu mereka yang tidak mampu, dan adalah salah satu pembela program Social Security paling gigih di Inggris.

Kembali ke Indonesia — sebetulnya sejak awal merdeka, program Social Security ini adalah amanat dari UUD 45 dan Pancasila. Kita semua tentu ingat Sila ke 5 dari Pancasila : “Keadilan Sosial bagi seluruh rakyat Indonesia” — Keadilan Sosial = Social Security !

Menarik ya? Wajar saja, karena tentu manusiawi jika kita memiliki ketakutan kehilangan pekerjaan, sehingga gaji kita pun hilang begitu saja.
Namun, tentu kemudian muncul berbagai pertanyaan baru. Salah satunya adalah: darimana kita dapatkan uang untuk mendanai program Social Security ini ?

Sebetulnya tidak perlu cemas, karena Indonesia adalah negara yang sangat kaya raya. Secara lokasi sudah strategis. Lalu ditambah lagi dengan berbagai SDA (Sumber Daya Alam) yang melimpah ruah. Sampai-sampai kita dijajah oleh Belanda karenanya.
Nah, mari kita coba lihat beberapa saja peluang pendanaan untuk program “Keadilan Sosial” ini :

  • Tambang Emas : Tambang Grasberg di Irian Jaya adalah salah satu tambang terbesar di dunia. Hasil produksinya antara lain adalah tembaga, emas, dan perak. Coba kita lihat hasil produksinya pada tahun 2006 saja :

    Tembaga : 610.800 ton x US$ 8100 = US$ 4.947.480.000
    Emas : 58.474.392 gram x US$ 38,5 = US$ 22.512.640.920
    Perak : 174.458.971 gram x US$ 17,5 = US$ 3.053.031.992

    Total : US$ 30.513.152.912, atau (1 US$ = Rp 9.100)
    Rp 277.700 Milyar / Tahun

    Luar biasa ya? Ternyata memang Indonesia adalah negara yang sangat kaya 🙂

  • Transfer Pricing : Mungkin kita masih ingat kehebohan di media massa beberapa waktu yang lalu seputar oknum pajak bernama Gayus, yang memiliki rekening berisi dana puluhan milyar Rupiah. Well, itu semua jadi kelihatan kecil ketika dibandingkan dengan skema “Transfer Pricing”.

    Dikutip dari artikel Iwan Piliang :

    “…pada 2009 saja indikasi praktek transfer pricing mencapai seribu tiga ratus triliun rupiah,” tutur Simarmata.

    Sebentar coba kita bayangkan angka yang fantastis ini.

    Gayus : 35 milyar
    Century : 6700 Milyar
    Transfer Pricing : Rp 1.300.000 Milyar / Tahun

  • Tunggakan Pajak : Indonesia surga penggelap pajak. Ketika para buruh dengan patuh membayar pajaknya, langsung dipotong dari gajinya tanpa bisa protes apapun – berbagai orang kaya & perusahaan besar justru menunggak pajak.

    Per Februari 2010, tercatat Tunggakan Pajak : Rp 52.000 Milyar / 5 tahun = Rp 10.400 Milyar / Tahun

Dan seterusnya, dan lain-lainnya…. tapi kita hentikan sampai disini dulu saja. Coba kita hitung berapa yang sudah bisa kita kumpulkan dari 3 poin diatas tersebut itu saja ? Total : Rp 1.588.100 Milyar / Tahun

Nah, jika kita ambil data penduduk miskin dari BPS tahun 2009, yaitu 32 juta – oke, kita naikkan saja menjadi 35 juta; maka dari dana sebesar tersebut diatas :

  1. Setiap tahun, masing-masing penduduk miskin bisa mendapatkan tunjangan sebesar : Rp 45.374.285, atau
  2. Setiap bulan, masing-masing penduduk miskin bisa mendapatkan tunjangan sebesar : Rp 3.781.190

WOW ! Ternyata sedemikian kayanya Indonesia, sebetulnya kita bahkan tidak perlu bekerja terlalu susah untuk bisa hidup tenang – malah bisa hidup dengan sejahtera. 😀

Jadi demikian. Mudah-mudahan artikel ini dapat menambah wawasan kita semua, bahwa gaji itu bukan segalanya. Masih ada banyak hal lainnya yang perlu kita perjuangkan – dan dampak positifnya malah bisa jauh lebih besar lagi. Dengan social security / Keadilan Sosial, kita bisa hidup damai tanpa perlu mencemaskan mengenai nafkah keluarga kita di esok hari.

  36. Wow and I thought I had it bad sometimes where I work. I get upset because the top bosses at my job will not give in and let us work just 4 days a week at 10 hours a day instead of 5 days a week at 8 hours a day. Then I go and read at the very first of this article how some people are not even allowed to use the toilet during working hours, just on their break time. I guess I have it pretty good. On another note, I had no idea that Indonesia was such a rich country. More power to the Indonesians. I hope it all works out.
